Brookings Human Resources department actively develops and implements HR best practices aligned with organizational priorities. We are a collaborative HR team of 14, including Staffing, Benefits, Compensation & HR Technology, and Learning & Development, working to provide a supportive and well managed workplace where all employees have a sense of belonging and can contribute in an impactful and meaningful way.


Please note: This position is based in Brookings' Washington, DC office. In response to COVID-19, Brookings staff are temporarily teleworking. The person hired for this position must be willing to move to or currently reside in Washington DC, Maryland, or Northern Virginia by their date of hire.

The Senior Human Resources Generalist is a member of the Staffing team which includes two senior HR business partners, one generalist, one coordinator, and the Director of Employment. The Senior HR Generalist is responsible for a comprehensive set of HR duties, collaborating cross-functionally to support the employee life cycle and ensure consistency in the application of processes and policies.  This position receives guidance and direction from the Senior HR Business Partners and the HR Management team to support day-to-day HR operations and projects. The Senior Human Resources Generalist reports to the Director, Employment.


Recruiting, Selection and Onboarding (50%)

  • Under the direction of the Senior HR Business Partners, manage the recruitment and selection process as requested. Review and finalize recruitment strategy documents, requested job descriptions and coordinate the job requisition approval process.
  • Develop recommended job postings based on target audience. Screen resumes, conduct phone screens and reference checks, initiate background checks; interview applicants; present qualified candidates; ensure coordination of interviews, debrief with Senior HR Business Partners. As requested, prepare salary recommendation for approval and extend offers of employment.
  • Provide sourcing, selection and interview training and guidance for hiring managers and hiring assistants in support of Brookings diversity, equity and inclusion priorities. Help to ensure thoughtful, consistent hiring practices in alignment with all federal, state and/or local employment laws. Review and analyze post recruitment metrics.
  • Provide iCIMS training for hiring managers and hiring assistants.
  • Ensure completion of required applicant tracking system (iCIMS) documentation and employment processes by monitoring recruitments in iCIMS and providing status updates to the Senior HR Business Partners on compliance (applicants dispositioned, interview notes completed, and references attached).
  • Initiate the iCIMS onboarding process. Monitor the timely completion of onboarding tasks within iCIMS.
  • Manage the new hire onboarding program. Ensure a consistent and organized process with strict adherence to established deadlines. Ensure new hire orientation preparation, communication and presentations run smoothly each week; participate in orientation as needed. Maintain and communicate with scheduled presenters ensuring coverage during absences.
  • Partner with Director, Employment and the Office of General Counsel as needed for work authorization for new hires. Maintain monthly reports to track and report on I-9 work authorization expiration dates. Follow up with employees to obtain reverification. documentation by required deadlines. Partner with the Finance team to coordinate the tax analysis process for visa holders. Ensure documentation is sent and received according to established deadlines.
  • Ensure job descriptions are updated (current, open, inactive) in the job description library on the share drive.
  • Assist the HR Generalist with managing program and business unit requests to recruit, hire and onboard temporary staff through external staffing agencies.


Performance Management and Compensation (25%)

  • In collaboration with the Director of Employment and HR Generalist, provide support and analysis to HR team in all aspects of performance management, including introductory and annual reviews, progressive discipline actions, exit interviews.
  • Evaluate job descriptions to ensure consistent use of titles, requirements, FLSA classification and alignment with job framework for job postings across Brookings.
  • Under the direction of the Director of HRIS & Compensation, support Brookings job analysis and compensation program by maintaining knowledge of key pay policies and practices and provide guidance in the application of such practices.
  • Participate in bi-annual job change cycles by working with Senior HR Business Partners and HR Generalist to evaluate written justifications and updated job descriptions to ensure consistency, provide analysis of salary change requests to the Director of HRIS & Compensation.
  • Monitor salary hiring ranges to ensure that compensation is administered equitably and consistently
  • Prepare and distribute monthly and ad hoc reports produced by the HRIS & Compensation team, including compensation reports, anniversaries, birthdays, etc.
  • Under the supervision of the Director of HRIS & Compensation, manage the administration of service recognition program and spot bonus program
  • Support completion of salary surveys and EEO-1 reporting 


General Human Resources Administration (25%)

  • In partnership with HR Management team, prepare and update the employee handbook and other manuals that explain Brookings policies and benefits.
  • Operationalize projects and initiatives by either serving as the project manager or supporting the team on various human resources or institutional initiatives.
  • Collaborate with the Benefits team and Senior HR Business Partners on researching and coordinating employee leave requests. Serve as a point of contact for the Benefits team on related communications and processes.
  • Draft, edit and/or proofread various HR-related documents/communications as needed
  • Audit current HR operations for accuracy and effectiveness. Proactively recommend new approaches, policies and procedures to effect continual improvements in efficiency of the department and the services performed.
  • Maintain in-depth knowledge of legal requirements related to day-to-day management of employees, reducing legal risk and ensuring regulatory compliance.
  • Assist in creating, preparing, and analyzing surveys and reporting (including our new hire surveys, exit surveys and employee engagement surveys).
  • In partnership with the Director, Employment, help coordinate the voluntary and involuntary offboarding process, including tracking exit interviews and turnover analytics and analyze trends and metrics to develop solutions, programs, and policies.
  • Support Brookings diversity, equity and inclusion efforts.
  • Remain current on HR trends and best practices with a focus on recruitment. Maintain a network of informed and helpful professional colleagues.

Education/Experience Requirements:


Bachelor’s degree required (concentration in Human Resources Management desirable). PHR, SPHR, SHRM-CP or SHRM-SCP preferred.  Minimum five years of HR generalist experience with a focus on recruitment, employee relations, performance management and compensation. Demonstrated experience in recruitment using traditional and new media search strategies and interviewing methods. Demonstrated ability to successfully perform in an atmosphere of multiple projects, shifting priorities and deadline pressures.  Must be authorized to work for any employer in the U.S.


Knowledge/Skills Requirements:


Thorough knowledge of federal and D.C. employment laws and regulations as well as HR best practices and policies.  Familiarity with immigration and visa practices. Excellent written communication skills (including proofreading and editing) that demonstrate a clear expression of ideas, thoughts and concepts with the ability analyze data and design materials and reports.  Must have sound judgment and the ability to use discretion in handling sensitive and confidential HR issues and information, along with skill in providing objective and neutral HR services.  Excellent interpersonal skills with a strong customer service orientation and a proactive flexible work style. Ability to develop and maintain strong working relationships among internal staff and external contacts. Possess a high degree of emotional intelligence, along with the ability to communicate with diverse audiences and quickly establish credibility. Must exhibit sound judgment and handle confidential, sensitive information.


Excellent organizational, project management, presentation and time management skills with careful attention to detail. Ability to resolve problems responsively and creatively while balancing internal client needs with HR compliance. Ability to work effectively both independently and on a small, collaborative team. Intermediate knowledge of Microsoft Office suite and HRIS systems required. iCIMS and PeopleSoft preferred.
