Position Location: This position is based in Brookings' Washington, DC office. The person hired for this position must be willing to move to or currently reside in Washington DC, Maryland, or Northern Virginia by their date of hire.  

 

Operating status: Brookings eligible employees are currently authorized to work remotely but will be moving towards a hybrid plan later this year, which will require working both in the office and remotely. All vaccinated Brookings employees who wish to work from the office can do so. Brookings policies on masks and other pandemic mitigation measures will continue to be informed by DC and CDC guidelines.  

 

Vaccine Policy: Brookings has made the safety of our staff and our surrounding community a top priority. As part of that commitment, Brookings recently announced that staff on Brookings campus this fall are required to be vaccinated against COVID-19.  Brookings will require all staff and visitors to submit proof of complete vaccination against COVID-19 to be in Brookings buildings.

Responsibilities

The Senior Research Analyst and Applied Research Manager manages projects that apply the program’s expertise to generate new learning in selected cities and regions through market profiles, learning labs, and other projects that co-develop nationally-relevant practices and policies in collaboration with local leaders. The position conducts independent data analysis, writing, and communication, and management of a diverse roster of external stakeholders on issues related to inclusive economic growth and opportunity in cities and regions.

 

Applied research, writing, and communication   (70%)

  • Work with supervisor to identify, design programming for, and ensure Brookings Metro successfully applies its knowledge/research in racially and economically diverse communities, cities and regions to generate growth, prosperity, and economic and racial inclusion.
  • Assemble and analyze detailed geographically-based data on metropolitan demographic, economic, social, and physical attributes.
  • Identify and coordinate collaborative opportunities for a diverse group of Brookings Metro experts (resident and nonresident) to integrate their contributions into applied research opportunities for communities, cities, and regions across the U.S.
  • Author/co-author Brookings publications resulting from applied research projects, including “how-to” guides, case studies, and blog posts; present findings from the work to key internal and external audiences, including the emerging next generation of community and civic leaders.
  • Maintain program-wide internal applied research infrastructure, including the Brookings Metro Solutions Bank.
  • Partner with supervisor and Brookings experts to present applied research to key stakeholders including local officials and community leaders, policymakers, and funders.

Project management   (30%)

  • Provide day-to-day management of a portfolio of applied research projects, ensuring overall project delivery including timelines, budgets, outcomes, research assistants/interns.
  • Manage relationships with the local stakeholders, scholars, engagement staff, and consultants needed to design, implement, and codify learning from applied research projects that advance growth, prosperity, and economic and racial inclusion, ensuring that diverse perspectives are sought out and represented.
  • Collaborate with Brookings Metro engagement team and experts to design contributions to communities of practice, workshops, and other activities that engage and grow a high-impact, diverse network of local leaders.
  • Maintain relationships with leading inclusive economic development practitioners and help Brookings Metro achieve stronger diversity and inclusion in its external network and audiences, consistent with organization-wide goals.

Education/Experience Requirements:

 

Bachelor’s degree in economics, public policy, political science, geography, statistics, or other social science required with a minimum of four years of work experience in fast-paced, impact-oriented office (e.g., government, non-profit, policy/political organizations, or consulting), or master’s degree in a related field with a minimum of two years’ work experience. Demonstrated success managing projects in collaboration with local government, business, and non-profit leaders that produce meaningful civic change, including a proven ability to work effectively with stakeholders representing diverse experiences and perspectives. Must be authorized to work for any employer in the U.S.

 

 

Knowledge/Skills Requirements:

 

Strong interest in cities, economic development, and civic change in service of more just and equitable communities. Proficiency in Excel, PowerPoint, and R, Stata, or SAS is required; demonstrated ability to undertake research assignments with limited supervision. Must also possess clear writing skills and presentation skills, superb organizational and interpersonal skills, as well as the kind of poise, tact, discretion and mature judgment required to execute applied research projects in a highly visible and impactful organization. Must be comfortable taking initiative, paying attention to detail, working in an ever-evolving policy environment, and engaging and supporting a diverse network of local leaders.
