Brookings Human Resources (HR) department actively develops and implements HR best practices aligned with organizational priorities. The HR team delivers high quality HR services and ensures the recruitment, development, recognition, and retention of a diverse, high performing and engaged workforce, and smooth and efficient operations. We are a collaborative HR team of 14, including Staffing, Benefits, Compensation & HR Technology, and Learning & Development, working to provide a supportive and well managed workplace where all employees have a sense of belonging and can contribute in an impactful and meaningful way.

 

Position Location:This position is hybrid. Hybrid positions combine regular in-person presence at our Washington, DC, office with the option of at least two days of remote work each week.

Responsibilities

The HR Generalist is a member of the Staffing team, which includes two senior HR Business Partners, one Senior HR Generalist, one Senior Talent Acquisition Specialist, and the Director of Employment. The HR Generalist is responsible for managing the Brookings internship program, supporting the recruitment process, recruitment outreach and reporting, and performance management and compensation. This position serves as one of the daily contacts for HR-related internal and external questions. The Human Resources Generalist acts as a trusted advisor to candidates, internal stakeholders, and staffing agencies. The Human Resources Generalist reports to the Director of Employment.

 

Staffing, Recruitment Outreach and Reporting (35%)

  • Under the direction of HR Business Partners and Senior Talent Acquisition Specialist, support the staff recruitment and selection process as requested. Conduct phone screens and reference checks, initiate background checks, and update iCIMS. Review and finalize recruitment strategy documents and job descriptions as requested.
  • Post, monitor, and track employee and affiliate position openings on Brookings’s website and external sites as requested. Prepare monthly reports using JobTarget, analyzing data on postings and source effectiveness. Monitor LinkedIn postings and update as needed.
  • Create Recruitment Summary Reports after each recruitment closes, analyze data, schedule meetings, and ensure that reports are distributed timely.
  • Draft employment letters and change in appointment letters as needed.
  • Assist in coordinating HR outreach initiatives, including but not limited to logistical planning for student and organization visits, events, job fairs, trainings, and preparing materials as needed. Provide post event summary reports. Represent Brookings at external outreach events
  • Ensure the program staff, OGC and key HR staff receive quarterly affiliate reports and are regularly informed on the status of affiliates. Provide backup for affiliate processing in PeopleSoft as needed.
  • Partner with program staff and HR Staffing team to source and coordinate the onboarding process for resident and nonresident individuals hired temporarily though third-party staffing agencies. Track, monitor and report on key information such as expected end dates, processing extensions when approved.
  • Coordinate the departure process for temporary staff to include notifying staffing agencies, distributing separation paperwork and terming records in the HRIS system.

 

 Internship Program (35%)

  • With oversight from the Director of Employment and guidance from the Senior Human Resources Generalist, coordinate a centralized internship program for three cohorts per year, which outlines the policies and procedures to successfully recruit and support three categories of interns (paid, academic credit, external sponsorship).
  • Consider and build upon existing strategies, processes and external relationships currently established across Brookings, ensuring it meets the institutional and HR guidelines as well as the needs of the program or business unit.
  • Build relationships with universities and colleges to attract undergraduate and graduate applicants as well as network and build partnerships with local and national organizations to ensure that Brookings has a diverse pool of qualified applicants. 
  • Develop, plan, and execute intern events, seminars, and networking opportunities.
  • Coordinate internship program planning, arrivals and departures including communications, events, and processes.
  • Act as primary communication point-of-contact with applicants throughout the recruitment process. Source, recruit, and pre-screen applicants as needed. Manage applicant materials through Brookings’ applicant tracking system (iCIMS). Ensure program staff completion of required applicant tracking and employment processes.
  • Partner with program staff, Payroll Manager, and Office of the General Counsel (OGC) for international interns’ work authorizations.
  • Draft employment letters, assemble and distribute paperwork, and create files.
  • Create, analyze, and utilize metrics to assess and strengthen delivery of internship program.
  • Meet regularly with stakeholders across the institution to share information, understand program needs, refine the process, and evaluate the effectiveness of the internship program.

 

Performance Management and Compensation (20%)

  • In collaboration with the Director of Employment and Senior HR Generalist, provide support and analysis to HR team in all aspects of performance management, including introductory and annual reviews, progressive discipline actions, exit interviews.
  • Evaluate job descriptions to ensure consistent use of titles, requirements, FLSA classification and alignment with job framework for job postings across Brookings.
  • Under the direction of the Director of HRIS & Compensation, support Brookings’s job analysis and compensation program by maintaining knowledge of key pay policies and practices and providing guidance in the application of such practices.
  • Participate in the bi-annual job change cycles by working with Senior HR Business Partners and Senior HR Generalist to evaluate written justifications and updated job descriptions to ensure consistency.

 

General Human Resources Administration (10%)

  • Support HR key priority projects and general tasks as needed.
  • Proactively recommend new approaches, policies, and procedures to effect continual improvements in efficiency of department and services performed.
  • Ensure compliance with Brookings’ policies and procedures as well as federal and state regulations.

  • Remain current on HR trends and best practices with a focus on recruitment.  Maintain a network of informed and helpful professional colleagues.

Education/Experience Requirements:

 

Minimum bachelor’s degree in business, management, human resource, organization management, or related degree, or an equivalent combination of education and experience required.  Minimum three years of related work experience required. Basic knowledge of HR practices, procedures, laws, compliance and regulations. Must be authorized to work for any employer in the U.S.

 

Knowledge/Skills Requirements:

 

Demonstrated knowledge of general recruiting and staffing practices.  Excellent interpersonal skills with a strong customer service orientation and a proactive work style.  Ability to produce high quality work with a focus on continual improvement.  Excellent organizational, research, project planning, presentation and problem-solving skills with careful attention to detail and accuracy.  Ability to express ideas, thoughts and concepts clearly and concisely.  Must exhibit sound judgment and handle confidential, sensitive information.  Must successfully perform in a fast-paced department with multiple assignments, shifting priorities and deadline pressures.  Ability to work effectively both independently and on a small, collaborative team.  Demonstrated understanding and application of computer technology to efficiently accomplish work, using Microsoft Office programs and HRIS systems required, iCIMS and Workday preferred.
