Position LocationThis position is hybrid. Hybrid positions combine regular in-person presence at our Washington, DC office with the option of at least two days of remote work each week.

Responsibilities

Engagement Managers help advance Brookings Metro’s goals and impact by (1) facilitating processes to gather input and insights from external stakeholders, primarily local/regional leaders, to inform programming and research; (2) leading the development of individual and project work plans for engaging local leaders and facilitating task delivery; (3) partnering with Brookings Metro scholars and staff to develop and execute meetings, workshops, and other private convenings designed to connect key external audiences with our content, experts, and each other; (4) serving as a point of contact for our network(s) of metro areas and maintaining engagement through proactive outreach and responses to inquiries; and (5) assisting with other projects and duties as assigned. Brookings Metro is seeking an Engagement Manager to expand the impact and reach of its work with economic development practitioners striving to advance more inclusive economies in small and mid-sized cities. These leaders from locally-based-and-led institutions—such as business leadership groups, chambers of commerce, and economic development partnerships—are committed to economic progress that both generates higher wages and increased employment and reduces longstanding disparities by race and place. Reporting to the Director of Engagement, this role involves working closely with Brookings Metro Fellows, Senior Fellows, and other internal and external stakeholders. The Engagement Manager will be responsible for catalyzing impact through strategic engagement and communications with practitioners, the development and execution of compelling practitioner network convenings, serving as a primary point of contact for Metro’s practitioner network(s), and facilitating touch points with practitioner network members between convenings.

 

Network Engagement & External Relations  (50%)

  • Facilitates ongoing relationships with external stakeholders, chiefly related to Brookings Metro’s network of economic development practitioners. Represents Brookings Metro with diplomacy and authority. 

  • Leads project workplan development and manages the integration of Brookings research and engagement efforts as appropriate, overseeing the flow of information, commitments, and tasks to ensure project milestones are met. 

  • Partners with colleagues to build and maintain external stakeholder network(s) and audiences for convenings and other engagement opportunities; helps Brookings Metro achieve stronger diversity and inclusion in its external network and audiences, consistent with organization-wide goals. 

  • Prepares materials for undertaking outreach and strategies for maintaining contact with external stakeholders.  

  • Develops and deploys, in partnership with scholar teams and/or senior engagement staff, survey instruments, interviews, and/or focus groups designed to gain insights on policy domains and research questions, surface outcomes and impacts resulting from engagement with Brookings Metro and assess value of engagement; ensures diverse perspectives are sought out and represented. 

  • Works with Metro’s communications team, as appropriate, to capture and integrate stories and lessons learned both internally and for promotion through social media, newsletters, blogs, podcasts, and videos. Maintains understanding of Brookings Metro research projects (existing and proposed). 
     

Meetings & Convenings  (35%)

  • Employs effective methods to design and deliver convenings for the purpose of peer learning and co-creation, centers principles of equity, inclusion, and intersectionality in planning and execution. 

  • Builds compelling programs and engages appropriate facilitators and speakers to deliver content; prepares briefing memos and talking points. 

  • Manages and/or provides logistical support for private convenings.   

  • Closes out convenings and leads post-convening debriefs with Metro staff or partners on follow-up recommendations, including communications to attendees, speakers, vendors, and other stakeholders. 

 

Administrative  (15%)

  • Oversees tracking and reporting on activities for funders and internal stakeholders, interactions with external stakeholders, and maintenance of contact and distribution lists.  

  • Manages and maintains records of interactions with key external stakeholders in Salesforce. 

  • Tracks the achievement of non-media impact goals with support from the  Senior Impact Manager.

Education/Experience Requirements: 

 

Qualifications Bachelor’s degree (preferably in communications, public policy, economics, sociology, or other social science) or an equivalent combination of directly relevant experience and training required. A minimum of five years’ experience in a fast-paced, public sector-oriented office (e.g., government, non-profit, or policy/political organizations) strongly preferred. Proven ability to work effectively in multi-cultural environments with individuals, organizations, and stakeholder groups representing diverse experiences and perspectives; candidates with experience working with networks, network communications, or within research consortiums or programmatic initiatives are especially encouraged to apply.   Must be authorized to work for any employer in the U.S.

 

Knowledge/Skill Requirements: 

 

Demonstrated interest in and understanding of complex issues in cities and metropolitan areas and key actors within them—ideally with experience in targeted engagement and impact strategies with these actors and audiences—strongly preferred.     Self-motivation and comfort working both independently and as part of a team, developing and maintaining strong relationships both with colleagues and external partners. Professional demeanor and high level of comfort working with executive-level leaders within the private, non-profit, civic, and public sectors. Aptitude for synthesizing and presenting information compellingly to internal and external audiences, either in collaboration with senior colleagues or independently, both verbally and in writing. Ability to design a compelling convening program and engage speakers/facilitators to deliver content as appropriate, to work well under pressure with poise and discretion, and to exercise mature judgment. Capacity to effectively manage multiple projects and deadlines at once within a fast-paced work environment. Commitment to learning and collaboration and respect for diverse perspectives and lived experiences, consistent with Brookings Metro’s core values. Passionate about contributing to a more just society that confronts structural racism and inequality.    Familiarity with Microsoft Office programs (including Teams, Outlook, Excel, Word, and PowerPoint), Zoom or equivalent videoconferencing platform(s), and Salesforce or other CRM, with the capacity to learn new programs and applications.
