Brookings Technology provides a variety of services and support to Brookings employees, whether resident or non-resident, including: 

  • Providing support for Brookings-issued hardware, software, and phones 
  • Managing a pool of loaner equipment including laptops, tablets, and mobile phones 
  • Providing and supporting standard office and email software in addition to a variety of useful business tools and software 
  • Setup of user accounts and providing access (in-house and remotely) to documents, software and email 

 

Position Location: This position is hybrid. Hybrid positions combine regular in-person presence at our Washington, DC office with the option of at least two days of remote work each week.  

 

Vaccine Policy: Brookings requires all staff to submit proof of complete vaccination against COVID-19 to be in Brookings buildings.

Technology Engagement and Transformation Manager, Enterprise Program Management Office is a member of the Brookings Technology business unit and reports to the Chief Information Officer (CIO). This position will lead analysis, support, and implementation of technology across the Brookings organization. The resource will primarily be responsible for change management and user adoption, technology communication and outreach, system and data analysis, and leading technology projects. This position will work closely with stakeholders and clients —including the CIO, BTech unit managers, and senior decision-makers from across Brookings—to ensure that selected projects align, with Brookings’s strategic mission, priorities, and business needs. Additionally, the position will collaborate with the research staff at Brookings to ensure Technology is aligned and supporting the needs of the Brookings research community. The position will also research, incubate, and advance technology best practices, concepts, and solutions with Technology engineers to drive digital transformation across the institution and advance Brookings Technology capabilities.

 

 

Project Delivery (40%)

  • Lead or otherwise support projects—by directly providing project management, business analysis, and/or change management services that cover some or all phases of a project, including inception, planning, requirements gathering, design and development, testing, training, implementation, close-out, and user adoption
  • Provide necessary support of implemented technology as directed by the office of the CIO.
  • Identify, manage, and resolve project issues and risks
  • Liaise with project stakeholders and provide updates as needed
  • Organize and maintain project-related documents and information
  • Manage project budgets and variances to actuals and ensure projects are completed within budget and on time
  • Manage external vendors to ensure project deliverables or contract requirements are fulfilled

 

 

Technology Advocacy, Communication, Enablement (20%)

  • Manage and execute end user communications related to technology strategic decisions and guidance.
  • Manage and foster the Technology Liaison program, including engagement, training, and monthly cadence, conducting routine follow up on individual issues.
  • Advocates customer issues across Technology organization.
  • Represents Technology unit in institution-wide initiatives.
  • Research and apply technology management best practices.
  • Establish and foster technology enablement for Brookings research community, assisting researchers and technology engineers in enhancing data science capabilities.
  • Stay abreast of technology trends, especially as they relate to a “digital workplace.”

 

 

Change Management and User Adoption (20%)

  • Development and execute technology related change management including development and delivery of training plan and training materials
  • Using metrics and analysis drive user adoption and ROI for technology investments

 

 

Business, Systems and Data Analysis (20%)

  • Develop and maintain a thorough understanding of Brookings’s goals, governance structures, rules, operations, and technology standards;
  • Execute in-depth analysis of technologies, systems, and processes to help achieve technology objectives and goals.
  • Perform enterprise business analysis, requirements planning and management; requirements elicitation, analysis and documentation; monitoring solution assessment and validation; and requirements communication.
  • Lead requirements elicitation workshops, user acceptance testing planning, test script development and end user test execution.
  • Provide metrics and analysis of service and adoption metrics on a regular basis to Technology management.
  • Manage external vendors to ensure deliverables or contract requirements are fulfilled
  • Liaise among stakeholders to understand the structure, policies, and operations
  • Ownership and management of assigned technology platforms and/or applications including analysis, enhancement, and incident management of such platform.

Education/Experience Requirements: 

 

Qualifications Bachelor’s degree or equivalent combination of education and experience required.  Minimum 5 years relevant professional work experience in positions of increasing complexity. Prior Technology project management, business analysis, and change management experience required.  Can demonstrate previous success in leading projects across internal stakeholders. Experience in training, advocating, and enabling change through technology. Experience working in research-based organization and familiar with academic organizational structure. Experience communicating with C-level leaders. Must be authorized to work for any employer in the U.S.

 

Knowledge/Skills Requirements: 

 

Must have a broad range of skills in areas including business analysis, project management, and change management.  Must be able to plan, prioritize, and execute on both a strategic and tactical level.  Must be extremely organized and adept at coordinating large groups of diverse stakeholders and multiple projects.  Must be comfortable with new technology in general and expert at using the Office 365 platform (including administering collaboration apps like Teams and SharePoint) and the Microsoft Office Productivity Suite (Word, Excel, PowerPoint).  Must be mature and able to work autonomously as well as make quick decisions and meet deadlines, with excellent communication, writing, and documentation skills.  Must be able to gain the trust and respect of customers and establish and maintain effective relationships.  Must be able to delegate responsibilities in a meaningful way.  Must possess working knowledge of the Business Analysis Body of Knowledge and the Project Management Body of Knowledge.  Must be generally familiar with the opportunities and challenges of IT infrastructure, applications (including enterprise-wide business systems), and customer support.  Must be willing to apply the principles of continuous improvement and innovation to their work and be able to develop many of the aforementioned skills, areas of knowledge, and mindsets in others.  Experience working in a research environment; familiarity with current data science methodologies, such as machine learning and natural language processing, and tools, such as R and Python. Demonstrates a drive to learn and master new technologies and techniques. Comfortable troubleshooting and/or advising on common workplace software and hardware issues. Excellent communication, organizational, management and administrative skills; ability to effectively present arguments, ideas, and recommendations; shows initiative, dependability, and precision. Able to juggle multiple projects with competing priorities simultaneously; Able to work independently, under short deadlines, and deliver in a rapidly changing, fast-paced media environment.
